			<title>Nigeria Embarks on Major Medical Rehabilitation Reform with Backing from Minister, WHO</title>

The Federal Government of Nigeria has taken a significant step towards transforming its health system by integrating medical rehabilitation into primary healthcare, following key interventions from the Ministry of Health and Social Welfare and international partners.&lt;br /&gt;
&lt;br /&gt;
The Registrar, Medical Rehabilitation Therapists Registration Board of Nigeria (MRTB), Prof. Rufai Yusuf Ahmad during a&amp;nbsp; courtesy visit to the Registrar of Medical and Dental Council of Nigeria (MDCN), Prof. Fatima Kyari today in Abuja, sought for the support and cooperation of MDCN for the WHO Rehabilitation 2030 Initiative.&lt;br /&gt;
&lt;br /&gt;
Rufai revealed that the Minister of Health had approved a series of submissions aimed at strengthening rehabilitation services nationwide.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
This he said include the formation of a Rehabilitation Technical Working Group, the integration of rehabilitation into primary healthcare, and the institutionalisation of a minimum rehabilitation package at primary health centres.&lt;br /&gt;
&lt;br /&gt;
One of the central issues raised during the meeting was Nigeria&amp;#39;s lag in prioritising rehabilitation services.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;&amp;ldquo;Countries do not prioritise rehabilitation, and even those that do often neglect it across the six building blocks of the health system.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Nigeria lacks dedicated rehabilitation officers at both the federal and state levels, there is no national policy or strategic plan for rehabilitation, and services are limited to secondary and tertiary healthcare,&amp;quot; he said.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
The current system, he noted, failed to offer community-level or primary healthcare-based rehabilitation, with a glaring shortage of specialised units.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
According to him, the workforce remains alarmingly thin, with fewer than 8,000 registered physiotherapists and less than 500 professionals in each of the other key rehabilitation disciplines such as Occupational Therapy, Speech Therapy,&amp;nbsp; Audiology and Prosthetics and Orthotics.&lt;br /&gt;
&lt;br /&gt;
To address these gaps, he said Nigeria would begin implementing the WHO&amp;rsquo;s Rehabilitation in Health Systems: Guide for Action, which structures reform into four key phases: situation assessment, policy and strategy development, monitoring and evaluation, and full implementation.&lt;br /&gt;
&lt;br /&gt;
The WHO has assigned a technical officer to support the process, and preparations are underway to conduct a nationwide situation analysis using WHO&amp;rsquo;s TRIC (Template for Rehabilitation Information Collection) and ATAC (Assistive Technology Assessment Checklist) tools.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;We are committed to starting with a solid situation analysis, but we delayed initially because we wanted to ensure inclusive partnerships,&amp;rdquo; he said,&amp;nbsp; calling for collaboration with the National Medical Council and other institutions.&lt;br /&gt;
&lt;br /&gt;
The meeting also addressed the critical lack of financing for rehabilitation. While occasional allocations exist, there is no dedicated budget line. The departure of humanitarian partners like the International Committee of the Red Cross (ICRC), who previously supplied assistive devices, has further exposed the fragility of the sector.&lt;br /&gt;
&lt;br /&gt;
The Registrar of the Medical and Dental Council of Nigeria (MDCN), Prof. Fatima Kyari, welcomed the initiative, applauding its structured approach and pledging support.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Rehabilitation is an integral part of patient care.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;&amp;ldquo;We will ensure that our medical code reflects this and promotes appropriate referrals for patients in need of rehabilitation.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;
She further added that the Council is reviewing its standards to support healthcare professionals who may develop disabilities during their careers, ensuring they receive the rehabilitation they need to continue contributing to the health sector.&lt;br /&gt;
&lt;br /&gt;
The dialogue also highlighted new regulatory reforms being implemented by the Medical Rehabilitation Board, including digital registration, professional exams, and indexing of practitioners, though the board is currently facing challenges due to the novelty of these systems.&lt;br /&gt;
&lt;br /&gt;
Both parties reaffirmed their commitment to achieving universal health coverage that fully integrates rehabilitation services by 2030.&lt;br /&gt;

Team members from Sightsaver Organisation paid a courtesy visit to&amp;nbsp; Medical Rehabilitation Therapy (Registration) Board of Nigeria on &lt;strong&gt;Tuesday 4th of February 2025.&lt;/strong&gt;&lt;br /&gt;
The meeting was aimed at bridging the gap between persons living with disabilities and health practitioners.&lt;br /&gt;
&lt;br /&gt;
Mr Anghee Pnepel, a member of Sightsaver, pointed out areas affecting the communication process between persons living with disabilities and the medical team.&lt;br /&gt;
People with hearing and speech impairment interacting with the health practitioners is difficult due to lack of proper knowledge of sign language and other forms of communication and interactions that ensures inclusivity.&lt;br /&gt;
&lt;br /&gt;
The need for training in the health sector on the medium of communication should be considered.&lt;br /&gt;
Mrs Esther Bature, a member of the team, emphasized the need to review curricula to ensure health professionals acquire knowledge and skills about disability inclusiveness from undergraduate level. A technical meeting was proposed with relevant stakeholders to further discuss these important issues.&lt;br /&gt;
&lt;br /&gt;
The Registrar, Medical Rehabilitation Therapists &amp;nbsp;(Registration) Board of Nigeria, Prof Rufai Yusuf Ahmad, welcomed the team and assured them of the Board&amp;rsquo;s support.</description>

The Medical Rehabilitation Therapist Registration Board of Nigeria (MRTB) is&amp;nbsp; supporting Occupational Therapists in Nigeria to commemorate the 2024 World Occupational Therapy Day with the &lt;strong&gt;Theme: Occupation Therapy for All and Sub-theme: *Achieving &amp;#39;the ultimate goal&amp;#39;&lt;/strong&gt; through the reawakened consciousness of our unique identify&lt;br /&gt;
which is being celebrated on &lt;strong&gt;October 27&lt;sup&gt;th&lt;/sup&gt;&lt;/strong&gt; annually, a day set aside to celebrate the contributions of Occupational Therapists to health and wellbeing of all ages globally, reflecting the important role of Occupational Therapists in facilitating the ability&amp;nbsp; of individuals, communities and populations to participate in their daily life activities. The theme resonates with the attainment of the Sustainable Development Goal 3 and we deem it a clarion call to action on the WHO Rehabilitation 2030 agenda which MRTB is committed to.&lt;br /&gt;

At the official Unveiling of the MRTB guest house in Abuja on Thursday, THE 11th of July, 2024, the Registrar/CEO of MRTB, Prof. Rufai Yusuf-Ahmad, said the facilities would be available to the public, especially for educational and other official purposes.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Yusuf-Ahmad appreciated the foresight of Dr Jogunola for securing the land and initiating the building of the chalet that now serves as a guest house.&amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
He also commended the immediate past Registrar, Dr Olufunke Thaibat Akanle for completing the building and establishing many good policies that the organisation is building upon.&lt;br /&gt;
&lt;br /&gt;
The event also doubled as the unveiling of a surveillance program where carefully chosen surveillance officers were recruited and trained by the board to on behalf of the board act to ensure that facilities rendering rehabilitation services in the country meet the basic standard set up by the board, both in terms of equipment and personnel and where there is a shortfall, the Board is notified and requisite actions are taken against such institution or personnel&lt;br /&gt;

Ahmad said that the primary mandate of the Board is regulation of training and practice of Medical Rehabilitation professionals.&lt;br /&gt;

He was a Professor of Neurological Physiotherapy at Bayero University Kano and a Honorary Consultant Physiotherapist at Aminu Kano Teaching Hospital Kano, Deputy Director Procurement and Training , Directorate of laboratory management, Bayero University Kano. Past President, Nigeria Society of Physiotherapy; Former member of the governing Board of Medical Rehabilitation Therapists Board of Nigeria and Dean of faculty of Health Sciences, Kaduna State University.&lt;br /&gt;
&lt;br /&gt;
